that was before the navy came in there and after the navy came in there. a lot of fishing was close to 1,000 fishing boat was grounded and it was part of our job to put them in the water again. so heavy lift cranes are absolutely mandatory to have a safe place to move them and to start working. and because as i mentioned to you before, the ships cannot be, get into the port directly, so we make, we pier side two ships floating and all transfer of the cargo was through (inaudible) as you can see we deliver that assistance to different coastal communities. we use the marines to do that so no problem. as you see in the photograph below, you can see that the only way to get it in there was with rubber boats, not any more with the lft's that you used to or we used to get into. so we act, we are participating very active for 23 days, 18 of that at sea with these numbers. and that was what we did. in terms of lessons learned, as admiral nathan said, no one is prepared for an event of such magnitude, so you have to take many things in account but with a guitar in

we work closely with cal guard, navy and marine corps aviation. we do that with squadron training. we still have khal lefrpg wills, i'm not going to lie to you. we have issues where tactical to air communication is difficult. cal guard, we purchased the radios for national guard aircraft and they installed them in their aircraft so we have robust communications with california national guard, with navy and marine corps it's still a work in progress. we have a work around with that with respect to tactical communications and we use coordinating helicopters to handle air to ground tactical situations and that is relayed to the aircraft that are in trail. it's not perfect but it's a work around and it keeps everybody in the fight. >> prior to 20011 2011 the navy fire fighting capability was concentrated in one squadron. in 2011 it began to expand to other helicopter squadrons. one consequence of that would be multiple squadrons providing aircraft to cal fire to support the fire fighting effort and one somewhat simple but very effective solution was the use of defense connect on line,

i got out of navy when officer mcdonald was killed by a pipe-bomb, which is one unsolved murder going over 30 something years. eric mar, went on record supporting exonerate the killers and sponsored legislation because the murders were so long ago she should be forgiven. i don't think any murder in this country should be forgiven under any circumstances at any time. we all run into a problem with the police department and sometimes we have problems with them and sometimes we have battles with them, but nothing justifies murdering a policemen when he is doing his job and letting the murderers go free and then having legislators at city hall at the board of supervisors run on a mandate that doesn't even mention or have the media talk about it. that that man sponsored legislation that let four murderers off the hook because it was so long ago. i think anybody here or anybody listening tonight should one, thank you warren hinkle for coming out with an article in his newspaper, the argonaut that goes into how eric mar alone, two that you are going to give out an award, give an award to mr.

that was a fantastic piece of work by the navy. it turned around the attitudes of niche a toward the united states. it was a the kind of building block we look for in an economic and security commons. just as when we in san francisco see not only what the military can bring to the party and help us with, not only how we can interact with the military, but also we say to ourselves, it's also up to us to do everything we can for ourselves. we're not kind of an outfit, it's easier for them to collaborate with us. so, all of these things are important to us as we have these exercises. so, i say this is a very worthwhile enterprise that will keep going. i tip my hat to my friend mike who really has been leading us in these efforts. and now i say as also the slogan, i guess you call it this morning, maybe it's what the navy says. i think it's a very good phrase. a global force for good. that's what we've been practicing, a global force for good. thank you. we had the marine corps, the navy, and the national guard all working with our department of public works figuring out how would they work together. we didn't give them a lot of coaching, we just kind of put them in a tent and said here is your scenario, here's some problems, and we wanted them to work it out and they did. so it was a very successful year. that's what we did as far as the field exercises. next year i don't know what's next, we're going to explore the lessons learned from this one, we've already learned a bunch, they're going to talk about this shortly then learn what are the next scenarios we can challenge people with. it probably won't be the same ones. we are building the institutional relationships and getting beyond the scenario. it's not just about the heavy equipment operators, it's about city of san francisco staff and departments understanding how the military works and giving the military a chance to work with the civilian authority in a non-crisis environment so that when they have to do it anywhere in the world, they've got one extra training day. that's the wa
